Newsletter October

We continue to work for all our members to secure their employee rights.

The deadline for the central salary negotiations with the State is at midnight today.

If the parties do not agree, there will be a strike.

In the event of a strike, you will receive further information.

Local Salary negotiations HTA, 2.5.3 in October:

- November 12 is the deadline for members to submit a claim, https://foreninger.uio.no/forskerforbundet/english/salary-laws-regulations/index.html

These negotiations are authorised in the BCA, clause 2.5.3. Negotiations usually takes place five times a year. The employer or the Union can demand to negotiate a new salary and/or change of position code, with important changes in the position’s responsibility and tasks.

To be able to submit a claim you have to meet one of the following requirements:

  • Significant changes to the employee’s tasks (the claim must be documented so that it is possible to measure the changes. What is crucial is that the employee is given tasks which demand something of a higher quality than before, and that the new tasks are on a higher level.) – BCA, clause 2.5.3,1a
  • Made an extraordinary work effort (beyond what is expected) – BCA, clause 2.5.3, 2
  • Problems in recruiting or retaining specially qualified labour.
If the claim is based on recruitment considerations, it must be documented that there is a real risk of losing especially valuable expertise.

NAR put forward claims for their members.

Digital teaching methods, teaching aids and rights

NAR has got a particular focus on copyright and reuse of digital teaching material.  We have addressed these issues in meetings with the parties at UiO.

UiO refers to the current policy for intellectual property rights, https://www.uio.no/english/for-employees/support/research/funding/units/hf/imv/data-ethics/ipr.html

NAR is pleased that UiO recently submitted a proposal that an agreement on the reuse of teaching material has to be in place with the individual teacher in advance.

NAR has requested UiO's opinion when it comes to compensation for reuse of teaching materials. The employer is in principle positive to a compensation or remuneration in the event of re-use, but they have to come back to the practical schemes. NAR interpret this as a positive signal and hope that the practical schemes will be in place shortly.

Many members experience that digital teaching requires a lot of extra work. Extra work gives no compensation despite the fact that we announced in June that the “dugnad” is over. We have received reports of lack of technical equipment and a need for help with video recording, etc. UiO will invest extra resources to help out, and we will follow up on this.
